Qué/What:

Expertos brindarán información esencial sobre las condiciones que conducen a las inundaciones en Puerto Rico. Ellos presentarán el marco legal aplicable, los trabajos de manejo de inundaciones propuestos para la isla por el Cuerpo de Ingenieros del Ejército de Estados Unidos, discutirán las posibles fuentes de fondos para proyectos innovadores dirigidos al manejo de inundaciones y presentarán varios estudios de casos relacionados con proyectos de manejo de inundaciones desarrollados en los Estados Unidos continentales. Exhortamos a los funcionarios federales, del gobierno de Puerto Rico y funcionarios municipales, ingenieros, arquitectos, planificadores, miembros del ámbito académico, contratistas privados y consultores y miembros de organizaciones comunitarias y ambientales a inscribirse y asistir. 

Experts will provide critical information on the conditions that lead to flooding in Puerto Rico. They will introduce applicable legal framework, flood management works proposed for the island by the U.S. Army Corps of Engineers and discuss potential sources of funding for innovative flood management initiatives.  Several flood management projects that have been carried out or are being developed in the continental US, and that have also resulted in ecological restoration and/or economic redevelopment benefits, will be analyzed as case studies.  Federal, Government of Puerto Rico and municipal officials, engineers, architects, planners, academia, private contractors and consultants and members of community and environmental organizations are encouraged to register and attend.

Summary:

In order for Puerto Rico to recover from Hurricane Maria’s disaster related damages, efforts should be geared towards making the Island more sustainable. It is imperative to seek out innovative solutions to key challenges. Storm water needs to be acknowledged as a resource when pursuing flood management solutions. As such, proposed projects to address flooding also need to encourage redevelopment, attract investments, help revive distressed neighborhoods, restore or enhance ecosystems, improve water quality and supply, and provide for new recreational opportunities. Assuring a comprehensive planning process into storm water management will ultimately lead to a more resilient Puerto Rico.

To help achieve this goal, the Community Planning and Capacity Building Recovery Support Function within the Federal Emergency Management Agency invites you to attend, Comprehensive Management of Flood Prone Areas - Challenges and Opportunities to Support Puerto Rico’s Recovery and Sustainable Development after Hurricane María. This two-day seminar will be held in the Raul Juliá-Banco Popular de Puerto Rico Theater, at the Museo de Arte de Puerto Rico in San Juan on December 11 and 12, 2018.

Subject matter experts will provide critical information on the conditions that lead to flooding in Puerto Rico. They will introduce applicable legal framework, flood management works proposed for the Island, and will also discuss potential sources of funding for innovative flood management projects. Additionally, several flood management projects carried out in the continental US will be analyzed as case studies. The seminar will end with a session focused on the Puerto Nuevo Flood Control Project, proposed since the 1970s that addresses riverine floods affecting the capital city of San Juan.

Federal, Commonwealth and Municipal officials, members of professional associations (e.g. engineers, architects, and planners), academia, private contractors and consultants, community and environmental organizations, among other stakeholders, are encouraged to register and attend. Participants will be exposed to different flood management approaches, including associated benefits, limitations and risks. The Seminar seeks to promote an open and in-depth discussion amongst stakeholders and participants regarding the Island’s overall recovery and development with a focus on these flood management topics.
